The short answer is no. The app is being configured for a number of client postal services. Once the app goes live with those postal services then you will be able to use the app within the country of the relevant postal service.
The same answer is true for client logistics companies and online retailers.
The short answer is yes. There are a number of ways the app will prevent fraud. One example is that the app is not vulnerable to “washing” or other re-use in the way that physical stamps are. In the UK the Royal Mail loses tens of millions of pounds per annum to washing and reselling of used postage stamps.

Yes it can. Every time a customer uses the app it prevents a physical stamp being printed on specialist paper and 4 different inks used to prepare the image on the stamp.
